There’s a bunch of other stuff there but in summary rather than replacing the title block with new ‘design activity’ they put a note above the drawing block with the new activity info. I believe there are standards out there than would cover this, but I don’t have them.

Standards are supposed to be guide lines unless you work in an industry that enforces stict document control. Reasons such as off-topic, duplicates, flames, illegal, vulgar, or students posting their homework. Is it within accepted industry practice to put more that one ECO number under a revision letter in the drawing’s revision block?
Hello all, My company was bought out a few years ago, and it’s been our practice to update the drawing title blocks to the new company name whenever a part is changed.

In my experience there is nothing that I can recall that does not allow for multiple engineering changes per revision. If someone who does have them or could recommend perhaps a free MIL spec could comment it would be much appreciated, and, of course, all other comments welcome as well. But to answer your question, you are right but not for the reason you are stating.
